the trustees may raise money on the security of the said property for the purpose of applying the monies so raised in the erection of dwellings for persons over fifty five years of age in necessitous circumstances. for such charitable purposes for the benefit of the city of portsmouth the urban district of havant and waterloo the urban district of fareham and the rural district of droxford or any person or persons within the area from time to time covered thereby as the trustees shall from time to time in their discretion determine. income shall be paid annually to deserving people ofthe city of portsmouth in the form of cash or comforts as the lord mayor and corporation consider desireable, such people being not less tha 60 years of age and preference being given to naval men or their widows provided always that if the lord mayor and corporation should in their absolute discretion consider that an insufficient number of people are eligible in any one year to benefit under the trust the balance of the income of the said trust shall be paid to the royal sailor's rest porrtsmouth absolutely. the object of the charity is to relieve sickness, promote good health and advance the education of young people under the age of 25, resident in portsmouth, who are suffering from any mental or physical disability (whether permanent or temporary) (the beneficiaries) through any or all of the following means:(a) providing, or assisting in the provision of, land and buildings for use as a school provided in accordance with the education acts, provided any such school is suitable for attendance by the beneficiaries;(b) providing financial assistance, services or facilities to, or for the benefit of, the beneficiaries. the promotion of any charitable purposes for the benefit of the community in the counties of hampshire and the isle of wight and unitary authorities of southampton and portsmouth and in particular the advancement of education the protection of good health both mental and physical and the relief of poverty and sickness;other exclusively charitable purposes in the united kingdom and elsewhere which are in the opinion of the trustees beneficial to the community including those in the area of benefit.
